Grackle Quick Reference Guides
DPS recently acquired Grackle as a tool to assist staff members in determining whether their digital content is accessible. If the content is inaccessible, the tool can help identify areas that may need to change so the document can meet accessibility compliance requirements. Who needs to practice accessibility?
Accessibility is everyone’s responsibility and not that of a single person or team. If you create materials such as Google Docs, Google Slides, Google Sheets, PDFs, webpages, or newsletters—anything that is considered digital content that is shared with other people—you need to incorporate accessibility practices into your workflow.
Which documents need to be accessible?
Documents that are internal and public-facing and are in active use or being modified should be made accessible. For example, a learning material that will be used in the classroom should be updated to the latest accessibility standards whereas an old material that will not be used will not need to be updated, and needs to be in a folder labeled “Archive.” If that old material is brought into use again, it will need to be updated to the latest accessibility standards.
When does digital content need to be made accessible?
House Bill 21-1110 stipulates that all government entity content needs to be made accessible by June 30, 2025. The district could be subject to $3,500.00 fines for not meeting accessibility standards. Moreover, individuals with disabilities deserve to access DPS’ digital content. Please do not delay in implementing accessibility practices in your day-to-day work.

What does the law say? ¿Qué dice la ley?
In June 2021, the State of Colorado passed House Bill 21-1110, a law that strengthened state discrimination laws for individuals with disabilities. It ensures that all individuals have access to digital content created by local government entities, including school districts. All content should meet the adopted standard of the Web Content Accessibility Guidelines 2.2 AA (WCAG 2.2 AA Guidelines). By June 30, 2025, DPS will ensure all digital services and content comply with WCAG 2.2 AA Guidelines and standards.

Digital accessibility means a person with a disability such as, but not limited to, blindness, low vision, hearing impairment, limited mobility, cognitive limitations or learning disability has the same opportunity to access the same information and have the same interactions as a person without a disability. They enjoy the same services in the same easy-to-use integrated way. The person with a disability can get information as equally as the person without a disability.

DPS is collaborating across departments and teams to bring the district’s digital content in alignment with the latest WCAG 2.2 AA standards.
- Updating district and school websites: We are moving school websites to cleaner, easier-to-navigate layouts with improved functionality that allows for assistive technology.
- Mandatory staff training: We are requiring all staff to complete an annual training on accessibility starting with the 2024-25 school year.
- Reviewing applications and vendors: We are reviewing all applications and vendors who work with DPS for accessibility compliance.
- Ongoing monitoring and adaptation: Our legal team is actively monitoring changes in state and federal laws to ensure the district updates its processes and procedures to establish compliance with the latest accessibility standards.
