Rules for Summer 2021 Work (Posted 5/4/21)

Summer 2021 Bid and Work Rules Information

 

Posted Early Start work [work that starts prior to the District 1st day] including Shuttle Work is considered Summer Work and these subsequent rules apply.

Drivers [CDL & non-CDL] and Paras may only bid a single work package per bid.  If any work packages  remain at the completion of the bid they will be offered to drivers or Paras based on seniority and no overlap between the offered work.

Drivers [CDL & non-CDL] and Paras may bid a summer route if the route familiarization date overlaps with the last day of a current route (tuition out school, shuttle route, etc.).  If an employee knowingly bids any conflict, no matter when this situation is discovered, there is no stopping, redirecting, or affecting the bid results up to the discovery point.  

Drivers [CDL & non-CDL] who are unable to be present for the bid, will need to contact the ATU Representative and get the ATU Summer Bid Request form.  The ATU Representative will only accept your bid choices on the bid sheet provided.  No phone calls or handwritten notes.  If you want a specific individual to bid on your behalf, designate that fact on the bottom of the bid choice sheet.

If you have a mid-day or an excursion on the days of bid, recommend filling out a Bid Request form.  If none of your choices are available when it’s your turn to bid, you will be called via radio.  Your options on bid at that time will be in accordance with Article 10.1.4.3 of the ATU Agreement.

Per Article 10.1.7 of the ATU Agreement, “A driver must have the training for the route that s/he is bidding prior to the bid.”

All work rules contained in the Employee Handbook remain in effect with the following exceptions:

 

Personal leave.  Use of personal leave is not allowed – District policy.

 

Sick leave.  Sick leave is not accrued during the summer but may be used if the employee has hours on the books – District policy.

 

Route turn back.   Any employee who has bid a summer route and turns it back prior to its start or completion will not be allowed to bid summer work the following year.

 

Summer Work Absenteeism policy   

 

Employees may only be absent equivalent to the number of sick days the summer program route would have accrued during the duration of that summer program.

Computation will be based on the average number of work days per month during the regular school year – 18 (rounded up from 17.5).

 

0 to 17 work days – 0 absences allowed

18-35 work days – 1 absence allowed

36-53 work days – 2 absences allowed

 

Example:  ESY - 20 work days.  1 day absence allowable.   On 2nd day of absence employee loses route.

Example:  a 15 work day route.  0 days absence allowable. 1st day of absence driver loses route.

An employee who loses a route due to absence for an undocumented absence will not be allowed to bid summer work the following year. 

An employee who loses a route due to absence but provides acceptable documentation will still lose the route for the current summer but will be allowed to bid summer work the following year.

 

Summer Failure To Report [FTR] policy

No call, no show – Employee loses route for the current summer and may not bid summer work the following year.   May consider documentation for urgent, emergency circumstances.  If the documentation is acceptable, the employee loses the current summer route but may bid summer work the following year.

Tardy – If an employee punches in 5 minutes or later than scheduled, the employee is sent home per current policy.  Equals half day absence for purposes of summer absenteeism rules if a split route (assumes employee returns for the second half of the route).  Equals one day absence if not a split route.

 

Vacated and New Work Assignment Process Rules:

 

  1. During each summer work period, an employee can only vacate one route/work package in lieu of the current work they have.
  2. Once the bidding process has been completed on the designated official May summer work bid dates and the terminals have reached the end of the specific seniority list, employees regardless of a “Yes, No, or No Sheet” on the seniority list can compete for posted work.   Employees that have “Not Eligible” on the seniority list cannot compete for posted work during the current summer work activity. 
  3. If after the May summer work bid is complete, no matter whether the end of the seniority list is reached or not, all vacated work will be reassigned through the terminal posting bid process [24 hours posting process with electronic notification].  
  4. Terminal staff will post new and vacated work according to this weekly schedule:   Wednesday – Work Posted on electronic Terminal Bid Board  //  Thursday – Posted Work Pulled Down from electronic Terminal Bid Board  // Friday – Route Familiarization  //  Monday – First Day of New Route
  5. If during the course of the regular May summer bid, work is still remaining when the end of the seniority list is reached, those work packages will be posted the following Wednesday per paragraph 4 process.  There can be no overlap with the employee’s current work [current year and summer school] to include any  familiarization.  
  6. Any employee through attendance, turn back, or FTR issues loses not only the current work assignment, but any subsequent Summer Work they have bid or received through the above described Work Assignment Process. They cannot bid any future work for the current Summer Work period.  And, based on the current rules, cannot bid the next year Summer Work session.
  7. New hires after March will continue to accomplish 4 hour work crew Terminal based assignments through the duration of the summer work period.  However, when specific posted work is not bid by summer work eligible employees, seniority of the terminal specific work place new employees will be assigned the unbidded work.  Once that work is complete, the new employees will return to the 4 hour work crew Terminal based assignment.   Once that new employee has done one assigned unbidded work package, they can place their name on a bid sheet for any subsequent posted open work.
